MSI H87-G43 used in Fractal Design R4 front panel USB's 2.0 odd behavior

I am having a weird issue with the front USB 2.0 ports on my Fractal Design R4 case.  The case has 4 front USB panel ports.  2 USB 2.0 and 2 USB 3.0. 

The issue I am having is the Safe to Remove Hardware tool tip doesn't show up,  in other words there...
