Graphic Card Fans HELP

Hello everyone.

I have the MSI GTX 660 Twin Frozr III (N660 TF 2GD5/OC) and i think i have an issue.

So when i start my pc the fans spin slow for 1 second and after that they stop.
In MSI Afterburner i set the fan speed to lets say 89% and they don't s...
